Mr. Gaiman has moved to the USA. So too has the fairie festival come to the USA (not to say the Stardust fair doesn't happen at Wall anymore). In the USA, the fairie festival occurs every year during the second weekend in July. The fair site is surrounded by a lake except where a moat cuts across the peninsula. It is said the merchants cross the lake with out ever reaching the water. The fair is clothing optional, but glass is prohibited to visitors; one never knows what a mortal may do with glass.
Come to the fair, but remember, "never run from an immortal, it only attracts their attention."
