I'm a tad surprised not to see this linked yet, but Neil has a bit of an article in the NY Times Editorial section comparing Halloween experiences in England and the US, mixed in with bits of modern day ghost stories.

It's pretty much impossible to say - which makes me think that the blog isn't real. It's based on true enough events - similar situations have cropped up with myspace and other providers, but the frame is so skeletal I tend to think it's fiction.
