It's not clear, really.
In The Five Doctors the Lord President of Gallifrey offered the Master a completely new set of regenerations if he helped rescue the Doctor from the Death Zone. And in the 1996 movie the Master attempted to steal the Doctor's remaining lives. But I don't see how this equates to the Doctor now having infinite regenerations. "The other night I dreamed that King George VI was dead, and that Helen Hardinge had somehow or other got herself proclaimed Queen of England, and that I was detailed to go and tell her that it wouldn't do at all; and when I did this, all she said was, 'You see, I am really Queen Mary,' and I said, 'Oh very well' - words to that effect, and woke up. Well, he has been Lord President at least twice. But I think the information was erased from his mind or something. It's something to do with only knowing certain things when wearing the Coronet of Rassilon, which I guess is lost with Gallifrey's destruction.
I think the Time Lords could renew their regenerations, but it required secret, forbidden knowledge and only at the most dire need, and probably special technology. In short, with Gallifrey gone, the chance of the Doctor getting new regenerations is nil. I... kinda thought that the Tardis needed Gallifrey (as a focal point? a node? a homing beacon?) to be able to zoom around through space and time.

well... if it needs Gallifrey, how in hell can it work if Gallifrey is "destroyed"??
I have a much easier time wrapping my brain around the Tardis being bigger on the inside. with the death of all the time lords with th time war, do you think the Dr absorbed all their extra rgenerations? like he could focus a regeneration on the severed hand if it is transferable energey wouldn't it be time lord-ish to send that energy to the last remaining one?

Has this whole "destruction of Gallifrey" been explained? In an episode that I missed? Or is this just RTD's plot device?

Huge big war! Although something someone said in another episode made me think that what happened might be what happened in the novels - the Doctor had to destroy it to save the universe. A bit like in Pompeii.

I know they can change things in Doctor Who, but I think the 13 regenerations thing has been repeated too many times for them to undo. As flexible as Who is, they've never flat out contradicted themselves on central canon, and the 13 lives thing is central canon. Moreover, having an immortal, unkillable hero is crap. Where's the suspense, if you know he'll always come back? Why would he be worried about bad guys, if all he has to do is get shot and regenerate, and try again? What value does an immortal hero give us, if we don't have to fear for him? Answer: none. Doctor Who's title character has always been extra impressive because unlike other TV show heroes, he has died. He's died in horrific ways, normally saving the Universe, and every time he regenerates, he loses a piece of himself, and his life clock ticks one more second closer to midnight. In this way the Doctor is more mortal, more vulnerable, and less certain than any other hero out there, despite his in-built longevity. He can die, and one day we will lose him. That's what makes it so cool. Making him immortal will have the show inevitably peter out into oblivion again in an ignonimous way. I'd rather it ended with a finality. It'd become a sci fi saga for the modern age. Well I don't know if they've specified a son. Definitely a 'daughter', a grandaughter, and a brother.
But personally, I'd rather the Doctor's thirteenth death be the final end.
