Well, it doesn't necessarily mean it will be 'bad'. And maybe the 50th Anniversary deserves a good yarn on the big screen. I trust Moffat to do it 'less crap' than RTD ever would.

I think it sounds like a singularly bad idea. Especially the parts about "taking a fresh approach to the show", as is needs "quite a radical transformation", and putting aside the transformations Davies and Moffat have made. They're hardly gonna go back to Classic Who with a Hollywood movie. I fear a McGann-esque abomination heading our way.

Luckily, "there is no script, cast or production crew in place" yet, so it may still get stuck in pre-production hell.
