We had a spate of that in the alley behind our house in Newcaste - the back alleys in Newcasle are nice, not scary alleys like in New York or somewhere, I'd walk down them and pretend to be in the '70s - and it wasn't residents dumping things, it was men with vans people hire to take away crap to the dump, only they don't wanna pay to dump it so they chuck it wherever.
